In Bulgaria, vignettes are required on all roads outside urban areas. The system is managed by Bgtoll, which offers vignettes for vehicles up to 3.5 tonnes and trailers. Motorbikes are exempt. The vignette is linked to the registration number of the vehicle, so care must be taken when entering the data, as the Bulgarian system does not allow for subsequent editing.

In Bulgaria, the obligation to purchase a vignette depends on the permissible gross vehicle weight (GVW) of the vehicle. For passenger cars up to 3.5 tonnes, a standard vignette is required. Vehicles above this weight must purchase so-called route passes.
A trailer vignette is only required if the total weight of the vehicle combination (towing vehicle and trailer) exceeds 3.5 tonnes. If the weight is lower, a trailer vignette is not required.

In Bulgaria, as in other EU countries, vehicles on roads and motorways are monitored by a camera system and Bgtoll vehicles. Registration numbers are automatically checked in a database to confirm whether the vehicle has a purchased vignette. If a driver crosses the Bulgarian border without a valid vignette, he or she may be fined, which is significantly more than the cost of the vignette itself.
